Maternity concession is a government scheme that offers women and their children low-cost hospital deliveries. According to the latest figures, the average out-of-pocket expenditure per delivery at a public health facility was about Rs 3,198 in 2015-16. The scheme can be used by women with a salary of up to 16,500 euros per month. It is worth noting that the scheme does not cover maternity benefits for wage compensation. But the benefits of maternity concession are still worth mentioning.

There are several benefits offered by the scheme. The benefits are available to both women and men. The first benefit is Rs 6,000 for every expecting woman. This money is intended to compensate for wage losses incurred during pregnancy. The other benefit is for exclusive breastfeeding. Both the mother and the baby benefit should have a safe, enabling environment and maternity protection. The benefit is not tied to wages but should at least be equal to the minimum wage in the unorganized sector.

Statutory Maternity Leave

The Government has introduced new legislation to allow pregnant women to take their statutory maternity leave. Under this new scheme, women who work for more than 12 weeks can take up to 52 weeks of unpaid leave without losing their benefits. However, employers must notify them in advance. They must give you at least 8 weeks’ notice before you leave for maternity leave. This is because your employer will be able to assess whether you are a suitable replacement for the job you were previously doing.

The statutory maternity leave concession allows employees to take time off work for up to eight weeks after they give birth to their first child. A woman is entitled to a maximum of eight weeks of unpaid leave, however, this is not enough for a full six-week maternity leave. A woman can also take sick leave after giving birth to her first child. If she is planning on having a second child, she should take advantage of this policy.

The Janani Suraksha Yojana (JSY) maternity scheme is a centrally-sponsored intervention program designed to reduce maternal mortality and increase institutional delivery. It is a comprehensive scheme that integrates cash assistance for the delivery of a child with post-delivery care. It was launched on 12th April 2005. The program is currently being implemented in Ahmednagar and other rural areas. To determine eligibility for the program, the Ministry of Health & Family asked the beneficiaries to fill out a survey.

The survey revealed that a large proportion of JSY beneficiary households exceeded the catastrophic threshold of 3.5% of income. Further, these households had a higher capacity to pay than their non-food expenditure threshold. These results are particularly troubling because poor women typically lose wages during pregnancy and cannot breastfeed exclusively for the first six months after childbirth. Hence, a modest maternity benefit is necessary to ensure equitable health care for the poorest mothers.

Janani Surakhsya

The Janani Suraksha Yojana (JSY) was introduced in April 2005. It was preceded by the National Maternity Benefit Scheme which was launched in August 1995 as part of the National Social Assistance Program. In 2001-02, this scheme was transferred to the Department of Health & Family Welfare. JSY provides financial assistance for mothers during pregnancy and up to two live births. The scheme was introduced with the intention of helping pregnant women overcome the burden of cost of care.

While the Janani Surakhsya maternity scheme is a welcome development, it does not go far enough in addressing the economic burden of maternity. In 2005, only seven lakh women benefited from the scheme. During 2009-10, this figure increased by one crore. However, this scheme is still a small percentage of total maternity expenditures. To make it more effective, JSY should be linked to prenatal and postnatal care. JSY can potentially reduce the burden on the budget of the poorest households, which are often already unable to pay for their children’s specialized care.

Early relief
